Duties and Responsibilities:

1. Serves as the program manager for the NIBRA Program "Inclusive Nation-Building."

2. Leads the overall management of research and development (R&D) projects under the specified NIBRA Program.

3. Prepares quarterly and annual assessment reports for the assigned NIBRA Program.

4. Manages Inclusive Nation-Building projects with duties including, but not limited to:

4.1. Performs preliminary evaluation of research proposals using eligibility requirements to ensure completeness, compliance to guidelines, and alignment with the National Integrated Basic Research Agenda (NIBRA).

4.2. Facilitates the technical evaluation of proposals by NRCP experts using the prescribed evaluation form and criteria to determine the merit for possible funding.

4.3. Facilitates the release of project funds based on the approved cash program through the preparation of the MOA and related documents for submission to the NRCP Finance Section.

4.4. Reviews and processes requests from implementing agencies on project renewal, budget realignment, and extension, among others, in accordance with the DOST and NRCP guidelines on Grants-in-Aid program for approval of the Council (by Governing Board/Executive Director).

4.5. Conducts monitoring of projects and prepares and submits M&E reports.

4.6. Coordinates with other sections/divisions of the Council on policy forums and related activities by providing relevant information for the translation and dissemination of research outputs.

5. Performs other duties relevant to program management and operations of the Research Evaluation and Monitoring Section (REMS), or as assigned by immediate supervisor.

6. Performs other duties as may be required/approved by the immediate superiors, and as deemed necessary.

  11. Processes and monitors salaries and taxes for Contract of Service (COS) personnel, prepares BIR Form 2307 for suppliers, summarizes withholding/remittance taxes, and manages monthly/quarterly/annual BIR filings and Alphalists via eFPS.
  12. Prepares and timely submits mandatory regulatory reports to the Commission on Audit (COA), including the Quarterly Aging of Cash Advances, monthly/annual FARS (FAR 3 and FAR 4), and Quarterly GPPA reports.
